British English usage: Use Past Simple with a finished past time such as yesterday or last year. Use Present Perfect when the time is unfinished, unspecified, or the past event is connected to now.

Cambridge Grammar reference: Cambridge treats the distinction as both time reference and viewpoint: finished past time normally selects Past Simple; an open connection to the present favours Present Perfect.
